Ante el inminente tratamiento en el Concejo Deliberante del pliego que regulará la adjudicación y el funcionamiento del transporte público de pasajeros en el partido de General Pueyrredon, los defensores del pueblo Luis Salomón, Fernando Rizzi y Daniel Barragán plantearon la necesidad de un transporte “universal, igualitario y no monopólico”.
“Motiva nuestra preocupación la extensión en el tiempo de la nueva concesión”, señalaron: “Veinte años, más cinco de prórroga y dos de adecuación suman veintisiete años en los que indudablemente nuestra ciudad cambiará en su demografía y en sus necesidades y seguramente la tecnología transformará el concepto y la realidad del transporte antes del año 2048”.
Los defensores se refieren a universal “porque debe llegar a todos los puntos de la ciudad y debe ser accesible para todas las personas, especialmente para quienes tienen capacidades diferentes. Entendemos que la propuesta de pliego comienza con una exigencia ínfima de vehículos de piso bajo y eso debe cambiar”.
En cuanto a igualitario, se refieren a que “todos los vecinos y fundamentalmente los de barrios más alejados deben tener acceso al mismo precio de boleto” y para eso aseguran que “es necesaria la igualdad de uso cambiando el paradigma de cobro por kilómetro recorrido por otro que establezca la igualdad absoluta, porque no puede haber pasajeros de primera y pasajeros que sean castigados por vivir más lejos, situación que no siempre tiene que ver con libre elección, sino la mayoría de las veces con la situación económica”.
“Entendemos que el actual sistema de transporte tiene enormes deficiencias en cuanto a las frecuencias, demasiado espaciadas y que aún en muchos casos no cumplen con la normativa, especialmente en los barrios más alejados del centro”, expresaron los defensores del pueblo.
En el mismo comunicado expresaron su “preocupación por la falta de cláusulas más firmes que garanticen, como lo exige el artículo 232 de la Ley Orgánica de las Municipalidades una efectiva desmonopolización del transporte urbano de pasajeros”.
Finalmente, indicaron que “más allá de conformarse tres grupos de empresas entendemos que debe garantizarse desde el pliego que se evite el monopolio. Hoy el noventa por ciento del servicio está en manos de un solo grupo económico. El transporte de pasajeros debe ser efectivamente no monopólico, no sea cosa que saquemos a un monopolio para instaurar otro de afuera, más amigo del otorgante, por veintisiete años”.
