El juez federal con competencia electoral de La Plata, Alejo Ramos Padilla, le pidió a la Cámara Nacional Electoral que invite organizaciones nacionales e internacionales de reconocido prestigio para que envíen a observadores a los próximos comicios que se llevarán adelante en la provincia de Buenos Aires.
El requerimiento formulado por Ramos Padilla se produjo después de que el expresidente Mauricio Macri pusiera en duda la transparencia del sistema electoral argentino durante una entrevista televisiva y le apuntara al magistrado como un “juez militante” que podría manipular las elecciones.
“Las dudas en el imaginario colectivo acerca de la regularidad de un proceso electoral afectan no sólo la confianza pública sobre el mecanismo de designación de autoridades, sino que vacían el mandato de quienes asuman la función pública en tales condiciones”, sostuvo el magistrado en la nota que le envió al presidente de la Cámara Nacional Electoral, Santiago Corcuera.
En ese contexto, solicitó que sean convocados los veedores que permitirán “descartar cualquier posibilidad de sospecha acerca de la transparencia con la que se habrá de llevar adelante el proceso electoral en la provincia Buenos Aires, evitar todo tipo de suspicacia, asegurar la tranquilidad de todos los participantes, fortalecer la confianza de los ciudadanos en el desarrollo y transparencia del proceso actual y la legitimidad de las autoridades elegidas”.

El 1 de julio pasado, la propia Cámara Nacional Electoral ya había salido al cruce de las declaraciones del expresidente Macri y le solicitó al Consejo de la Magistratura de la Nación que se pronuncie públicamente sobre el sistema de selección de los magistrados que se desempeñan en esa materia.
El tribunal consideró que un pronunciamiento por parte del órgano encargado de la selección y la remoción de los jueces “contribuiría en gran medida a reafirmar los mecanismos institucionales dispuestos para la realización y el control de las elecciones nacionales”.
Sin mencionarlo, la Cámara aludió a las declaraciones del expresidente Macri, quien días atrás, en un programa de la señal TN, puso en dudas la transparencia del sistema electoral cuando preguntó: “¿Quién es el nuevo juez electoral en la provincia de Buenos Aires? ¿Es un juez ecuánime o es un juez militante? Es Ramos Padilla, que es un juez militante”.
Méritos del juez Ramos Padilla
Alejo Ramos Padilla fue designado titular del juzgado federal 1 de La Plata, con competencia electoral, en febrero de este año, luego de cumplir con todos los requisitos exigidos y haber quedado primero en la orden de mérito que establece el Consejo de la Magistratura.
El magistrado que ahora encabeza el juzgado federal platense obtuvo 183,5 puntos en el concurso para ocupar ese cargo mientras que el segundo fue Jorge Di Lorenzo con 157,7 puntos y el tercero Laureano Durán con 148.
“La justicia nacional electoral argentina no sólo goza de un reconocido prestigio en la región, sino que ha tenido un rol cabal en asegurar el correcto desarrollo de los procesos electorales, cuya legitimidad nunca ha sido cuestionada desde la recuperación democrática en la década del ’80”, dijeron los jueces Santiago Corcuera, Daniel Bejas y Alberto Dalla Vía en su presentación.
“La calidad del sistema democrático depende, entre otros aspectos, de la confianza que tengan los ciudadanos en los procesos electorales”, mencionaron los magistrados y, por eso, solicitaron un pronunciamiento del Consejo que contribuiría a “reafirmar los mecanismos institucionales dispuestos para la realización y el control de las elecciones nacionales”.
