El vicejefe de gobierno porteño aportó móviles a distritos macristas; críticas del gobierno bonaerense, que reavivó la disputa por la coparticipación, y reproches internos
Quince patrulleros modelo Ford Focus que trajinaron las calles porteñas llegaron a Lanús, La Plata y Mar del Plata, para tener una segunda vida en esos distritos gobernados por Juntos por el Cambio. En comodato, los tres municipios recibieron cinco móviles cada uno para reforzar la seguridad. Los entregó Diego Santilli, vicejefe de gobierno porteño a cargo del Ministerio de Justicia y Seguridad de la Ciudad, en enero y en marzo.
Los aportes del gobierno porteño a distritos que maneja su misma fuerza política generaron reacciones en el gobierno bonaerense, que reanimó el debate por la coparticipación, y algún coletazo en la interna opositora. En la administración porteña subrayaron que llevan años haciendo este tipo de entregas y que incluyen a distritos que maneja el peronismo. Remarcaron que trabajan en conjunto con el ministro de Seguridad bonaerense, Sergio Berni, mientras consideraron “una chicana” la lectura política del desembarco de los patrulleros en distritos bonaerenses de la mano de Santilli, quien aspira a ser candidato en la provincia.
“Los móviles tienen un recambio por normativa. Cada patrullero hace 100.000 kilómetros anuales. Parte de esa flota la tenemos que rematar o desguazar. Se los damos a los municipios que nos piden”, afirmó a LA NACION una calificada fuente porteña.
Desde el Ministerio de Justicia y Seguridad de la Ciudad aseguraron que el recambio de los móviles se produce “por tener más de 200.000 kilómetros, o un gasto total por encima de su valor de mercado, comprendiendo mantenimiento y reparaciones”. Los convenios firmados con los municipios establecen que el distrito receptor se hará cargo de “todos los gastos relacionados con la utilización de los vehículos”.
En Lanús, los patrulleros “se suman a una nueva fuerza de prevención municipal que se creó a fines del año pasado, la Patrulla de Respuesta Inmediata”, explicaron desde el distrito que conduce Néstor Grindetti.
“Integran parte de la patrulla municipal, que trabaja en conjunto con la bonaerense, en una patrulla de cercanía, y junto a Tránsito”, sostuvieron fuentes del municipio de General Pueyrredón, donde gobierna Guillermo Montenegro.
Las fotos de Santilli en territorio bonaerense con los patrulleros generaron una réplica del oficialismo provincial, que vinculó el tema con los fondos de coparticipación. Federico Otermín, presidente de la Cámara de Diputados bonaerense y hombre de confianza del intendente de Lomas de Zamora, Martín Insaurralde, salió al cruce hace dos semanas. “Con [Mauricio] Macri, la Ciudad recibió por decreto una tonelada de plata y [Horacio Rodríguez] Larreta no dijo ni ‘mú’ [sic]. El Congreso votó que debía devolver esos fondos de coparticipación, y habló de desfinanciamiento. Mientras, Santilli se saca fotos repartiendo patrulleros usados en el conurbano”, afirmó en un comunicado.
Otermín agregó que “los patrulleros que le sobran, Larreta los compró con fondos que le pertenecen a la provincia” y consideró “inmoral” que “el vicejefe de gobierno de la ciudad más rica del país haga campaña dándoles migajas a intendentes amigos”.
Un dirigente del oficialismo bonaerense afirmó, en diálogo con LA NACION, que “hay una voluntad de la provincia de avanzar en la coparticipación” y que las entregas de patrullas generaron “malestar entre los intendentes y en el gobierno bonaerense, porque hacen política en la provincia con lo que le sobra a la Ciudad”.
Críticas internas
Puertas adentro de Juntos por el Cambio también se escuchó alguna crítica. “Si el gobierno nacional estuviera donando patrulleros de la Policía Federal solamente a intendentes del Frente para la Victoria, me caería mal. Así que también me cae mal que el gobierno de la Ciudad les done patrulleros solamente a los intendentes de Juntos por el Cambio”, señaló Jorge Macri, intendente de Vicente López, a FM Delta.
Fuentes de la Municipalidad de Vicente López aseveraron a LA NACION que no quisieron recibir patrulleros porteños. Este diario consultó a otros distritos del conurbano gobernados por Juntos por el Cambio. En San Miguel, contestaron que no les ofrecieron patrulleros. Y en Tres de Febrero, que los rechazaron.
Desde la Ciudad, resaltaron que las donaciones no son una práctica nueva y marcaron casos de asistencia a municipios del peronismo. “Es lo mismo que hemos hecho en estos 13 años de gobierno. El año pasado, firmamos con Berni la cesión de 12 cabinas de seguridad que están en la General Paz, en La Matanza, Tres de Febrero y San Martín. Entregamos 800 postes de luz a Lomas de Zamora, ahí Otermín no dijo nada; le entregamos 600 postes de luz al intendente [Ariel] Sujarchuk, de Escobar”, remarcó una encumbrada fuente porteña.
“A Lanús, General Pueyrredón y La Plata les dimos mejores vehículos que los que tenían”, completó la fuente, que mencionó entre las donaciones otras de refugios de colectivos y luces LED. “Verlo políticamente es una chicana, un tema de la interna de Jorge [por Macri] y de lo externo [por Otermín]”, resaltaron en el gobierno porteño.
En el ministerio que conduce Santilli subrayaron el convenio firmado con Berni por los refugios policiales como prueba del trabajo conjunto. Fuentes cercanas a Berni afirmaron que el ministro no se molestó con la donación de patrulleros porteños.
