En pos de seguir mejorando las gestiones municipales, el Gobierno de la Provincia, a través de la subsecretaría para la Modernización del Estado, lanzó, en el marco del evento Redes de Gobierno en Mar del Plata, una “Lista de verificación de proyectos de ley” para concejales y candidatos a ocupar una banca.
Se trata de una guía que busca asegurar la calidad legislativa de las ordenanzas elaboradas de forma participativa en base a las intervenciones de los legisladores y candidatos en los cursos de capacitación del Instituto Provincial para la Administración Pública (IPAP).
“Es una guía que sirve para los concejales y candidatos de todos los partidos políticos. Tenemos la indicación del gobernador Daniel Scioli de trabajar para el éxito de cada intendente y brindarles herramientas para fortalecer su gestión. En esto, un Concejo Deliberante bien preparado suma a la hora de establecer políticas que beneficien a los vecinos de cada localidad, dando respuestas concretas con la elaboración de buenas ordenanzas”, destacó el subsecretario para la Modernización del Estado, Roberto Reale.
La “Lista de verificación” para elaborar una ordenanza contiene una redacción simple y concisa, fue realizada por especialistas en la temática como la AG Dra. Mara Bugoni. Para ello, cuenta con guías de preguntas divididas en distintos ítems: “Abordaje inicial para la elaboración del proyecto de Ley”, “Formulación del proyecto”, que incluye la estructura recomendada de las disposiciones, y “Análisis de impacto”, entre otros.
“Esta guía busca alcanzar una mejor redacción para las leyes y apoyar a los poderes legislativos locales en sus tres funciones de legislar, representar y fiscalizar. Se trata de una herramienta que complementa el trabajo que venimos realizando con los concejos deliberantes en materia de capacitación”, explicó Reale.
Vale destacar que la Subsecretaría, a través del Instituto Provincial de la Administración Pública (IPAP), dicta desde el año pasado el curso “Técnicas Legislativas para la Elaboración de Normas Municipales”. La formación, dirigida a candidatos y concejales, ya se llevó adelante en 7 municipios y 5 secciones electorales, estando disponible para 83 de los 135 partidos que conforman la Provincia, y contó con la participación de más de 200 trabajadores y funcionarios vinculados a temáticas legislativas.
