En las últimas horas interceptó un camión que se había detectado, a través de las cámaras del COM, que depositaba basura en lugares no permitidos. También se intimó a la empresa que había contratado ese servicio.
Un camión que transportaba residuos orgánicos fue interceptado en la zona de Polonia y Vértiz por el cuerpo de Patrulla Municipal, inspectores de la Secretaría de Tránsito y sus pares de la Dirección de Gestión de Residuos del EMSUR.
Se constató que no tenía seguro para circular y que no estaba habilitado como transportista de residuos, infringiendo normativas ambientales municipales vigentes. Por ello, se le labró el acta por incumplimiento.
Según se pudo detectar, a través de las cámaras del COM, el vehículo trasladaba y realizaba la descarga de grandes volúmenes de residuos orgánicos de forma indiscriminada en la zona de Polonia y Vértiz.
Una vez constada la falta de habilitación como Transportista de Residuos (según Ordenanza 21.037), inspectores del Departamento de Prestaciones Privadas de la Dirección de Gestión de Residuos del EMSUR labraron la infracción correspondiente. Ante un hecho así, se comprobó también el incumplimiento por parte de la empresa contratista de ese servicio.
Con estos operativos de control conjuntos, el Municipio busca evitar vuelcos clandestinos de grandes volúmenes de residuos que atentan contra la salud pública y el medio ambiente.
Como consecuencia, se intima a la empresa transportista a inscribirse en el registro que las habilita a tal efecto en las dependencias de la oficina de Grandes Generadores del EMSUR.
Por otra parte, con este accionar, también se detectó el incumplimiento de la empresa que contrató este servicio de recolección, por cuanto debe inscribirse como Gran Generador y contratar una empresa transportista habilitada para disponer sus residuos en el predio de disposición final.
Normativa vigente
La Resolución 89/13 creó el Registro de Grandes Generadores en el marco del Partido de General Pueyrredon, en el que se incorporan los establecimientos generadores de más de 20 kilos diarios de residuos de tipo domiciliario y/o industriales no especiales asimilables a domiciliarios, los cuales se hallan excluidos del servicio de recolección de residuos diario que presta la empresa 9 de Julio.
La Ordenanza 20.002, y su decreto reglamentario, en tanto, “establece los instrumentos básicos para la gestión adecuada de los residuos voluminosos con el objeto de garantizar la protección de la salud pública y del medio ambiente”. La misma reglamenta el almacenamiento transitorio, recolección y transporte de residuos voluminosos habituales asimilables a domiciliarios generados por la actividad comercial e industrial que superen los 20 kilos diarios y que de acuerdo al Pliego de Bases y condiciones del Servicio de Higiene Urbana no tiene obligación de retirar.
La Ordenanza 21.037 “autoriza y reglamenta el uso y el transporte de ‘contenedores’ para el depósito de residuos, desechos, escombros y todo tipo de material proveniente de la limpieza de edificios, fábricas, negocios e industrias, demoliciones, refacciones, modificaciones de edificios y toda otra materia factible de ser transportada por ese medio con excepción de las que signifiquen riesgos para la seguridad, higiene y salubridad”.
