El vicepresidente de Obras Sanitarias, Fernando Navarra, fue uno de los funcionarios echados por Guillermo Montenegro, luego de que Alejandro Carrancio votara en contra del nuevo pliego del transporte y el jefe comunal apuntara directamente al espacio que comanda el senador Lucas Fiorini, integrante de la coalición Juntos por el Cambio. En una carta publicada en su red social Facebook, Navarra explicó su situación y fue duro con Montenegro.
El texto completo publicado por Navarra:
“Quise esperar a este día 8 de mayo, día de nuestra Santa Virgencita de Luján, para primero que nada agradecer todas y cada una las muestras de apoyo, solidaridad y acompañamiento recibido de parte de ustedes, mi familia, mis amigos, las personas que me conocen bien a raíz de lo que me ha tocado y me toca vivir en estos días; y en segundo término reflexionar sobre lo que me ha pasado con ustedes; pidiéndoles de corazón (si así ustedes lo sienten) que hagan llegar estas líneas a cuantas personas puedan, compartiendo esta publicación, ya que no cuento con muchos otros medios para llegar a los demás.
El pasado miércoles 5 de mayo el intendente de Mar del Plata me pidió la renuncia a mi cargo de vicepresidente de Obras Sanitarias (renuncia que puse a su disposición al día siguiente).
No me la pidió él personalmente sino a través de otro funcionario que no supo darme ningún motivo del pedido.
Los motivos fueron dados a través de los medios de comunicación por la tarde (y no desmentidos por el municipio) que daban cuenta que se me pedía la renuncia junto a la de otros tres funcionarios de su Gabinete que pertenecemos al espacio político del Senador Lucas Fiorini, a raíz del enojo que le había generado (al Intendente) el voto del Concejal Alejandro Carrancio que pertenece también nuestro espacio político (CreAr).
Más allá de la cuestión de ese voto que enojó tanto al intendente, y sobre la que me voy a referir también, lo llamativo de su decisión es que no pide mi renuncia ni la del resto de los funcionarios porque hayamos cometido irregularidades o desempeñado mal nuestros cargos, sino como represalia por su enojo con otra persona de nuestro espacio político que ejercitó a conciencia su voto como concejal, aunque ello no fuera lo que pretendiera el intendente.
Solo puedo decirles que Dios me ha dado en la vida la posibilidad de ocupar distintos roles de liderazgo desde muy joven.
A los 17 años asumí la presidencia de la Acción Católica en la Parroquia “La Sagrada Familia”.
Asumí también a principios de los 2000 la presidencia diocesana de esa misma institución (mi institución).
Me ha tocado ocupar otros roles de conducción en el sector público, y me toca ocuparlos en el sector privado (instituciones educativas, Club Rotario).
Siempre, siempre, siempre tuve en claro que la conducción requiere:
1) Contar con equipos que te acompañen conformados por personas que no piensen todas como uno. De las miradas diferentes surgen los grandes proyectos. Son quienes no te dan la razón en todo los que muchas veces te hacen rever tu criterio y evitan que cometas errores aunque las cosas no salgan como uno quiera. Los obsecuentes y chupamedias pueden llevar a la ruina a cualquier conductor.
2) Jamás tomar decisiones por impulso. Quien tiene a su cargo personas, o el destino de las personas, debe meditar y evaluar toda decisión antes de tomarla, porque lo contrario puede llevar a resultados injustos.
3) Nunca abusar del poder: Es fácil para quien detenta el poder, echar, denostar a través de los medios de comunicación, perseguir al disidente. Lo magnánimo y deseable es que el poder sea entendido como una herramienta de servicio y no ejercicio del autoritarismo.
4) Reconocer la labor del otro por su desempeño, por lo que hace bien, más allá de donde provenga esa persona, sino estaría discriminando.
No siento que ninguna de esas reglas que yo he aplicado en todo momento a lo largo de mi vida, se hayan aplicado conmigo al pedírseme la renuncia a mi cargo.
Me queda la tranquilidad de que no se me pidió que me apartara de la función por no haber cumplido fielmente con mis deberes, quedando a juzgamiento de quienes me leen si lo decidido por quien me ha pedido la renuncia es justo y esperable de un líder o conductor.
No quiero dejar de referirme al motivo de enojo del Intendente que provocara el pedido de renuncia a 4 miembros de su gabinete entre los que me incluyo.
Fue el voto de nuestro concejal Alejandro Carrancio en contra del pliego de transporte urbano de pasajeros, que para que se entienda es el que establece los requisitos para que una empresa privada se termine haciendo cargo del servicio de colectivos de la ciudad.
Ese pliego tenía propuestas valorables que por supuesto se acompañaban como la posibilidad de que las personas pagando un mismo boleto pudieran pasar de un colectivo a otro; alguna mejora de recorridos, hoy claramente obsoletos, para que los micros pasen por otros lugares; la incorporación de unidades de piso bajo que mejoren la accesibilidad.
Pero a la vez, nuestro concejal desde febrero de este año venía planteando que, de no modificarse algunas cuestiones, se perjudicaría a los usuarios, a los vecinos de Mar del Plata-Batán. Entre ellas:
-En el pliego se establecía que había que hacer obras de infraestructura (estaciones de intercambio de pasajeros) de miles de millones de pesos (unos 2.000 millones de pesos según lo calculado por la Universidad Nacional, aunque después sacaron ese informe y agregaron uno del Ejecutivo donde esas obras salían más de 4.000 millones de pesos…), pero para colmo ese gran costo de obras no las tenían que pagar las empresas que iban a explotar el servicio (y que hacen un negocio lógicamente) sino… el usuario con el valor del boleto!!! (que se elevaría aún más de lo que están diciendo que quieren aumentarlo). Es decir, los albañiles, los empleados de comercio, los docentes, los peones rurales, todos nosotros debíamos poner la plata de inversión para las obras, y la ganancia sería para la empresa.
-Los mecanismos previstos en el pliego para que el municipio pudiera controlar que la empresa de transportes cumpliera bien con el servicio, eran muy similares a los actuales, que teniendo en cuenta cómo funciona el servicio, no sirven para mucho.
-El pliego establecía una concesión mínima de 20 años que podría estirarse a 27 lo cual es mucha cantidad de tiempo para que una sola empresa tenga el negocio del transporte, y no se la pueda reemplazar ya que no es tan sencillo dejar sin efecto una concesión más allá de hubiere quien plantee lo contrario (Sino veamos cuándo a pesar del mal servicio el municipio le saco una concesión a alguna empresa de colectivos, nunca!)
Fueron aparte de éstas, más de 30 las propuestas de modificación al pliego que hizo nuestro concejal (y que pongo a disposición de quien lo requiera), de las cuales ni una sola fue tenida en cuenta pese a ser más que justas y razonables.
¿Tenía otra opción nuestro concejal más que votar en contra para impedir que no se castigara una vez más el bolsillo del usuario, del vecino, de todos nosotros? Pues no. Y su sabio accionar fue castigado por el Intendente con su decisión de alejar a otras tres personas y a mí, de nuestros cargos.
Saben qué? Sin negar el dolor de la medida arbitraria e injusta padecida, volvería a alejarme de este y de cualquier otro cargo si con eso una vez más soy fiel a mis convicciones y doy testimonio de que no todo se pude sostener a cualquier precio.
La gente para mí no es retórica, ni mis roles son fotos en los medios. La gente son todos y cada uno de las personas por las que no voy a dejar de trabajar nunca aunque me cueste uno o un millón de cargos.
El cargo es coyuntural, el tener mayor o menor don de gente no lo es.
Volveré una vez más al hermoso llano. A mi oficina. A las aulas. A los demás ámbitos de trabajo con los que estoy vinculado.
Seguiré viviendo en mi casa de hace más de 20 años. No acumulé nuevos bienes por estar en la función pública (no tengo casa en Los Troncos ni camioneta importada).
Los tengo a uds. Tesoro invaluable de mi vida que cuidare hasta el final de mis días.
Les pido a todos que recen por Stella Mary Leguizamón, Federico Scremin, Emilianio Recalt, Alejandro Carrancio, también por sus familias, por mi familia, y finalmente si les queda resto por mí, para que al amparo del manto de nuestra santa virgencita de Luján tengamos más fuerza que nunca para luchar por nuestros hermanos más desprotegidos”.
