En medio de la pandemia, la Federación de Trabajadores de la Sanidad lanzó un paro para mañana, pero el Ministerio de Trabajo lo frenó al dictar una nueva conciliación obligatoria en ese prolongado conflicto salarial.
La cartera laboral dispuso “prorrogar a partir de las cero horas del 28 de julio de 2021, y por el término de cinco días, la conciliación obligatoria dictada el 30 de junio de 2021, impuesta a la Federación de Asociaciones de Trabajadores de la Sanidad Argentina y sus sindicatos adheridos, y las empresas”.
La diferencia de esta nueva conciliación con la anterior, además de los 10 días menos de extensión, es que no incluyó un llamado a las partes para realizar una audiencia en la sede de la cartera laboral con una fecha fijada.
Esto sí había sucedido en la anterior oportunidad, aunque al final el Gobierno terminó suspendiendo la reunión a la que había convocado, alegando que estaba trabajando en hallar una solución al financiamiento de las compañías del sector.
La nueva intervención de la cartera de Claudio Moroni sí exhortó a las partes a “mantener la mejor predisposición y apertura para continuar negociando los temas sobre los cuales mantienen diferencias y contribuir de esta manera, a la paz social y a mejorar el marco de las relaciones laborales en el seno de la empresa involucrada”.
FATSA había anunciado un paro de 24 horas en clínicas y sanatorios privados de todo el país por su reclamo salarial del 45% de aumento, en medio de un conflicto que se sigue extendiendo en medio de la pandemia.
“Las escalas salariales se encuentran vencidas y, luego de largas negociaciones, no se ha podido acordar una nueva escala en cada convenio colectivo”, advirtió el sindicato.
Denunció, además, que “los representantes patronales se han negado sistemáticamente a concretar los justos aumentos salariales que reclamamos”.
Durante dos semanas rigió la conciliación anterior pero durante todo ese plazo y habiendo transcurrido ya cinco días de su vencimiento, el Gobierno no logró cerrar con las compañías
privadas del sector una solución a su financiamiento para así destrabar el conflicto salarial.
El viernes último, al día siguiente del vencimiento de la conciliación, el gremio que representa a enfermeras y camilleros realizó paros de cuatro horas por turnos, mientras que luego decidió endurecer su postura ante la falta de avances y llamó a una medida de fuerza para el jueves, que al final no podrá concretar.
La posición empresarial.
Por su parte, los empresarios insisten en que no están en condiciones de dar un aumento salarial si antes no se actualizan los aranceles que definen los financiadores (obras sociales, prepagas y el PAMI).
Esa decisión está subordinada al incremento en las cuotas de la medicina privada y el Gobierno aún no resuelve ese punto.
“Como empleadores de más de 320 mil personas en todo el país, asumimos nuestra responsabilidad de generar los recursos necesarios para pagar salarios y poder prestar servicio normalmente, pero esos recursos no los generamos libremente en el sistema de salud en el que interactuamos ya que no somos formadores de precios”, recalcó la Federación de Prestadores de Salud (FAPS) respecto del conflicto.
Los empresarios pretenden que el Gobierno autorice el alza en las cuotas de las prepagas, para llegar a una solución y, en ese marco, un grupo de firmas logró un fallo judicial favorable hace unos días y lanzaron la versión de una inminente suba del 26 por ciento en las cuotas, pero hasta ahora se sigue negociando.
